The Foreign policy article is just another propaganda piece by yet another American imposing it's cultural norms and practices as the universal laws that must be applied anywhere, and everywhere. The article started off with an interesting situation and problem as to why these so called "Chinese tech wiz" are choosing to return back to China despite their extreme trepidations and unease due to the supposed wickedness of the existing government structure/apparatus that made the burgeoning growth of the tech sector along with the overall growth of the Chinese economy. The author highlighted the fact that despite Chinese tech engineers enormous contributions to the companies they work for they are often passed over for higher management positions and lags their Indian as well as their European counterparts. A good journalist, and from a publication that purports to be objective would have and should have examine the reasons/causes as to why Chinese tech workers in America are not being sought, valued into the positions of higher responsibility. Instead, like a true propagandist the author simply works or writes on to his most poignant points - A.I. tech used by government and non existent privacy along with the usual China mentioning of Xinjiang and Hong Kong.
The author cleverly uses a supposed Chinese with an air of American superiority complex --thinking so highly of him or herself based on the fact that he or she has been exposed to the intoxicating beauty and allure of Democracy and Freedom -- who anyone can clearly see that the reason he returns to China was for better ¥¥ and lateral opportunities as opposed to the bamboo ceiling the person faces in the bastion of open debate and countless gender debate.
