Rescuers evacuate flood-affected residents at Xinhua Village of Zhongyuan Town, Qionghai City, south China's Hainan Province, Oct. 30, 2024.

Trami, the 20th typhoon this year, has brought heavy rainfall to many parts of Hainan since Oct. 28, forcing over 40,000 people to evacuate.

Ministry of Water Resources on Wednesday issued a Level-IV emergency response to flooding due to the lingering impact of Typhoon Trami in Hainan. Qionghai, one of the worst-hit areas, has been on the highest level of emergency response for flood and wind control since late Tuesday.

Affected by Typhoon Trami, most areas of Hainan will experience torrential rain on Wednesday, with a high risk of flash floods, and the Wanquan River may experience floods exceeding the warning level.

The ministry has dispatched a working group to the front line to guide flood response, with the focus on evacuating people from high-risk areas.

China has a four-tier emergency response system, with Level I being the most severe level.

Why is the government of Shanghai banning or limiting Halloween festivities anyway? What's the big deal? Why can't they assigned an area where it's allowed and designate the areas as off limits. This type of actions create the perception or reinforce the well-established criticism against Chinese gov't overt meddling into the personal businesses of its people when the celebration or practice of a well known western costume dress up in my opinion doesn't call for the down fall of the CPC.

What's exactly the problem here other than what I heard and read that people living in the rich neighborhood don't like such event.
TBH the real reason why Shanghai banned Halloween festivities is cause Shanghai govt made a deal with Shanghai Disney Land and Shanghai Haichang Ocean Park that only they are allowed to have a Halloween fashion show :p

HANGZHOU, Nov. 1 (Xinhua) -- Authorities in east China's Zhejiang Province had evacuated 282,000 people by Friday morning ahead of the Typhoon Kong-rey, which will bring strong winds, heavy rain and heightened flood risks to the region.

Over 10,600 emergency shelters have been opened across the province, providing meals and drinking water to those relocated. The large-scale evacuation comes as Kong-rey nears the eastern coast of the Chinese mainland.

All 152 passenger ferry routes in Zhejiang, involving 347 vessels, have been suspended, while 136 water-related construction projects have been paused, and 675 construction vessels moved to sheltered areas.

Zhejiang's agricultural sector is also taking preventative action to minimize potential losses, such as clearing drainage channels, reinforcing greenhouses and harvesting vegetables and seasonal fruits ahead of the storm.

It was posted earlier in the day, but considering we don't know if it has any relevance to the air show or defense expo at all, it's not really relevant to this thread.

If new information comes to light and it's relevant, then it can be considered being discussed in the thread but I also get the feeling it would just be a distraction for what this thread is for.
