Significant improvement of China's public health over the past 2 decades:


The infant mortality rate has plummeted from 50.2 per 1,000 live births in 1991 to just 4.5‰ in 2023.


A infant mortality rate of 4.5% in 2023 would be atrocious.

Clearly, the graph is labeled incorrectly. The mortality rate indicated on the vertical axis is not supposed to be a percentage. It's supposed to be the number of deaths per 1000. So it's 4.5 deaths per 1000 in 2023 (0.45%) compared to 50.2 deaths per 1000 in 1991 (5.02%)

Look more closely, they use the % with an 'extra dot'.

I had the same issue. That's a very unintuitive way of presenting data to the average reader.
I think this is a recent cultural difference. There exists in China a very large class of hyper-educated professionals for whom the language of mathematics is just second nature. It is not quite universal, as China also has a very large population with poor scientific literacy, but the former is a big enough and insular enough community that they may assume jargon is common knowledge everywhere. Among the engineering types you frequently hear references to exponential values or geometry or algebra used as turns of phrases for everyday things.

Fan Yifei, the former vice-governor of the People's Bank of China, was sentenced to death with a two-year reprieve for accepting bribes worth more than 386 million yuan ($53.3 million) by a court in Huanggang, Hubei province, on Thursday.

Fan was also deprived of his political rights for life, and all of his personal assets were confiscated, according to the ruling made by the Huanggang Intermediate People's Court.

In China, if an inmate given a suspended death sentence commits no new offense during probation, his or her sentence will usually be reduced to life imprisonment. If the inmate behaves well in prison, their sentences may be further commutated, or they may become eligible for parole.

In Fan's case, if he behaves well during the reprieve, his sentence will be reduced to life imprisonment, but there will be no possibility of commutation or parole, the court said. He will spend the rest of his life behind bars.

In addition, the court added that Fan's illicit gains will be recovered and turned over to the state treasury.

According to the investigation conducted by the court, from 1993 to 2022, Fan was found to have taken advantage of his positions — including as deputy head of China Construction Bank's fund planning division, chairman of the Bank of Shanghai, vice-president of China Investment Corporation and vice-governor of the PBOC, the country's central bank — to seek profits for individuals and departments in various matters such as loan financing, business contracting and job transfers. In return, he accepted bribes of over 386 million yuan.

"But considering he confessed to the offense, voluntarily shared some of the bribery facts unknown to investigators and returned his illicit gains, we leniently punished him, giving him a suspended death sentence," it said.

Fan, a 60-year-old native of Jiangsu province, graduated with a doctorate in finance from the Renmin University of China. He joined the Communist Party of China in 1991 and worked in the nation's banking system for decades. He served as vice-governor of the central bank in February 2015.

Fan was placed under disciplinary and supervisory investigation in November 2022, becoming the first high-ranking official known to have been investigated after the 20th National Congress of the CPC, which was held in October that year.

A confined space poisoning incident happened at a biotechnology company in Shouguang, Shandong province, on Saturday, resulting in seven deaths and four injuries, the Ministry of Emergency Management said on Sunday.

In a news release, the ministry said that it has dispatched a working group to the incident site to assist and guide the handling of the incident.

Vice-Minister of the Emergency Management Song Yuanming emphasized the need to spare no effort in rescuing the injured, quickly verifying the number of casualties, and ensuring proper follow-up measures, it said.

Shandong authorities have been asked to conduct a thorough investigation into the cause of the incident and hold those responsible accountable in accordance with the law and regulations, the release said.

JINAN -- Seven people died, and four others were injured during a gas poisoning accident at a biotech company in East China's Shandong province on Saturday afternoon, said local authorities on Sunday.

The accident occurred around 1:30 pm Saturday at the Weifang Jinshi biotech company, said the emergency management bureau of Shouguang city.

The injured people are currently in stable conditions, the bureau said, adding that investigation work is underway to find out the cause of the accident.
