Pingjiang county and Miluo city in Yueyang, Hunan province, raised their flood response to the highest level on Monday night, as local authorities and residents battled historic rainfall and runoff.

The Pingjiang hydrologic station on the Miluo River recorded water levels of 77.63 meters at 9 pm on Monday, which is 7.13 meters higher than the first warning level. It was the highest water level recorded since 1954, according to Xinhua News Agency, citing the Yueyang headquarters for flood and drought prevention. The levels increased by 9.5 meters within 48 hours, and two sections of the local dam had river water running over the top.

Meanwhile, the heavy rainfall has made flooding worse in the county. About one-third of the old county region and half of the new county region in Pingjiang have been flooded, with water as deep as three meters, according to Yueyang Evening News.

Pingjiang county recorded a total of 759.6 millimeters of rainfall since June 18, the most since meteorological record keeping began in 1961.

Local authorities in the two regions have asked all members of society to mobilize for flood prevention and rescue work. More than 10,000 Party members and government officials are working on the front lines, and social groups from various places have also joined the fight.

Pingjiang county sent 166 professional rescue teams and 1,695 pieces of equipment to help rescue and transfer 15,539 people.

In Miluo city, which is located in the lower reaches of the Miluo River, authorities have made great efforts to ensure the safety of the dam and dikes.

BEIJING, July 6 (Xinhua) -- A work team has been dispatched to central China's Hunan Province to guide rescue efforts after a dike breach in the country's second-largest freshwater lake on Friday afternoon, according to the Ministry of Emergency Management.

More than 800 people from the China National Comprehensive Fire and Rescue Team, 146 vehicles and 82 boats have been sent to the scene, according to the ministry.

An additional 50 rescue workers, along with 30 sets of equipment and a water engineering rescue team from the provincial capital Changsha, have been deployed to block the breach. Surveying drones and remote sensing satellites are being used to collect images of the breach and the surrounding affected area, the ministry said.

Emergency supplies have been sent to support local authorities in the evacuation and resettlement of disaster-affected residents.

As of 10 p.m. Friday, 5,000 residents in the affected area had been safely relocated. There were no immediate reports of trapped individuals or casualties.

The dike breach that occurred in the Dongting Lake was initially about 10 meters wide but expanded afterward. The affected area near Tuanbei Village covers approximately 50 square km. This area experienced a dike breach in 1996.

Since June 16, Hunan has seen its heaviest rainfall of the year, breaking historical records in some regions.

The dike breach along the Dongting Lake at a township in Hunan province is expected to be sealed off by 12 am on Tuesday, according to local authorities.

A total of 87.3 meters of the dike breach has been sealed off as of 3 pm on Sunday, as first respondents make the most efforts to close the 220 meters of gap that has occurred in the dike in Tuanzhou township, Huarong county, in Hunan's Yueyang city, according to a news conference.

The breach occurred at around 5:48 pm on Friday. A similar breach took place at the township in July 1996.

Zhang Yingchun, executive deputy governor of Hunan province, said emergency rescuers are racing against time to seal off the dam. With the cooperation of trucks and ships carrying the rocks, they can proceed constructing 60 to 80 meters of dam per day. A total of 100,000 cubic meters of rocks are needed to close the gap, she said.

by cramming them into his trousers, according to the country’s customs authority.

The unnamed traveller was stopped by customs officers as he sought to slip out of semi-autonomous Hong Kong and into the border city of Shenzhen, China Customs said in a statement on Tuesday.

“Upon inspection, customs officers discovered that the pockets of the trousers the passenger was wearing were packed with six canvas drawstring bags and sealed with tape,” the statement said.

“Once opened, each bag was found to contain living snakes in all kinds of shapes, sizes and colours,” it added.

The statement said officers seized 104 of the reptiles, including milk snakes and corn snakes, many of which were non-native species.

An accompanying video showed two border agents peering into transparent plastic bags filled with squirming red, pink and white snakes.
