As long as the peer pressure, social pressure, and ad bombardment can be curtailed through ban and restrictions, the policy has served its purpose. Before the ban, many average families in China enroll their children with 5-6 after school tutoring classes which is not only financial burden but wore out both parents and children.
Even though previous policies can't stop tiger moms from continuing enroll their children with private tutoring, but for average families they have cut back on their spending on tutoring. At least from what I have gathered, it is rare for families to enroll more than 2-3 tutoring classes nowadays.
