Wouldn't it be extra weird to change the designation from 41 to 61 for something like this?

You are essentially describing a DF-41A(G) or sth.

we really don't know much.. but a complete new designation. it means probably a new ICBM.

Well if DF61 fits inside the DF41 TEL container then why develop a whole new TEL for it? TELs are not cheap.

It is possible that the warhead gets more miniaturized so they can fit more into the same missile. 10 MIRV --> 14 MIRV (swarm nuke missile)

That is the difference between DF41 and DF61.
