There is just some confusion at the moment, The Basar, where these images were taken is Rugao, home of the 86th Air Brigade, which is said to be under renovations and eventually conversion, so some see this as proof, the 86th now operates J-16.
On the other side, Rugao is also listed as a FOB and even more the small truck on the right side shows the 7th Air Brigade‘s badge!

All the legacy flankers will be the first to die when hostility breaks out. All of the ROC F-16s have been upgraded to V standard.
I thought the upgrades would take a few more years to complete for their fleet? Also if it was wartime I figure the J-20s with the UCAVs would be the tip of the spear instead.

I found after googling.

The 100th completely upgraded jet landed at Hualien Air Force Base Friday afternoon following its third and final test flight at the Aerospace Industrial Development Corporation (AIDC) in Taichung Thursday (Dec. 29) morning, per the Liberty Times.

The company on Friday morning reportedly received the last single-seater F-16A “Fighting Falcon” to be upgraded, with the project expected to be fully completed during 2023. The modernized jets will be stationed either in Hualien or in Chiayi.

I see, I guess I mixed the upgrades with the deliveries of future brand new airframes.

How many legacy Flanker airframes are still on the waiting list as of now? How quickly can China complete the retrofit and upgrade of all her legacy Flankers?
