J16, like almost all flankers, don’t carry drop tanks since the airframe itself has huge fuel reserves, so that load-out will have zero impact on its fuel levels. Even with 20 PL15s, the J16 can probably carry heavier real combat loads for strike missions. But agility is less of a concern since the PL15 out-sticks almost all currently deployed opposing missiles.
The biggest problem with such a silly number of AAMs would be the total disregard for pods that would be essential for modern near-peer AA combat operations.
The only scenario where full AAM loads might be justified is in defensive counter mass cruise missile spam interdiction missions, which is not actually that far fetched of a scenario for J16s. Although I think it’s normal full load out of a dozen AAMs would be more than sufficient.
