Pardon … the first two digits denote the production batch, and the last two are for the individual aircraft within this batch: So this is the 19th J-16 built within Batch 13.
Loks like a test-device of some sort (maybe for a camera) to record a stare released from an inner pylon??

for most yes, but I think three early batches had even up to 40 each, so a rough guess would be 3x40 + 9x24 + 3 = 339 not counting the additional J-16D
You said here first 3 had 40, going by that there would be 350+ in service now with this 1319.I need to check again, but per my understanding most batches (in fact all but one I think) is of 24 aircraft (onyl) so per my count I think there should be about 320 J-16
