Are J-11b still being built or has SAC switched entirely to J-15 and J-16 manufacturing? If they are still building J-11b variants, could they build newer J-11b batches with slight upgrades or are they still building naughties era J-11b?

Yes, J-11B is apparently back in production. This was discussed in detail on this thread between September 12 and 17. Review it to get all the details.

I think it is entirely possible that production never ended.

Wonder why they are still building a relatively outdated fighter today. Shouldn't they prioritise J-15 and J-16 while either improving J-11D and making it happen or PLAAF should just order more Su-35s to justify the logistics to support a new and different fighter. I don't think J-11b can convincingly win against F-15J, F-15K, F-2, Su-30mki, or Rafale. While J-20 production is gearing up and WS-15 is being worked on, shouldn't PLAAF be placing another Su-35 order or building the latest Chinese flankers? Or is J-11b built today not the same as the ones built 10 or even 5 years ago?

Probably just need quantity at a lower price tag. J11B is first and foremost an air superiority fighter. J11D is not yet ready. By the way I thought both J15 (carrier) and J16 (land base) are going to PLAN, not PLAAF.

No one but China can buy j11. That's likely in the licence agreement. It's simply not an exportable product for China.
China broke the licence agreement with Sukhoi when they build the J-11B. Which is an unlicensed version. And all the others that followed. I doubt that the J-11B, J-15, J-16 or the J-11D has any Russian components in it or that China is paying the Russians any license fees for it.

The only reason why China wouldn't export its Flanker versions abroad is to avoid tensions with the Russians who are a major ally and still an important arms supplier to China.

But numbers are not everything. If they needed quantity at a lower price, it seems to make more sense getting more J-10C and UCAVs. For the same money, those should offer more than J-11b for the defensive roles China is playing in this decade and the next. They don't need super long range and heavy load which is already there if need be. I'd like to believe the J-11b being built today are more upgraded than the previous ones if the line's still running.

In situations such as South China Sea, I think J-11 would play the major role. We really need a PLAAF procurement officer here to explain why they do things.
