China Coast Guard and Patrol vessels

I doubt these monster Coast Guard ships are testing something as important as IEPS, given that there are so few of them.

There are those 2 smaller CG ships which should be doing that testing.

But thinking about it, the CG ships could be testing out a lot of subsystems and the internal below decks layout, given how much spare space they have. Here's a short list adding to PLAWolf's ideas

Propulsion eg. hybrid-electric drive with Li-Ion Auxiliary Power Units or propeller design
Hull form hydrodynamics
Electrical distribution subsystems
Aircon/cooling systems
Below-deck layout
etc

It's stuff that is not critical to the main function of the Coast Guard Ship.

Would have been hilarious if they actually built her with a battering ram. :p
You joke, but China Coast Gudard not placing cannons or gatling guns on all its vessels left room for others to complain when guns/cannons are placed on new builds. That's why armaments in line with most other CGs of the world should have been standard equipment on CCG vessels, with canvas coverings to show preference for no first use. An example is Vietnam. It's CG is better at optics and propaganda, and Beijing could learn a thing or two from Hanoi.

People who complain about China placing minimal armament on coast guard ships to being them in line with world norms would go out of their way to complain about anything, and are just real life trolls.

There is zero point trying to please them, mas they will literally find fault with anything China does, so it's better to just remove them entirely from any decision making process.
