Anyway, new cutters are currently being built in large quantity. It looks like we won't be seeing any new 054A being made for a while.

Haven't you heard? CCG, FLEC, CMS are all subordinated to the State Oceanic Administration, which was established not long ago.
So Yuzheng 88 will be given back to the navy? I always find it ridiculous to have a brand spanking new Qiandaohu-class replenishment ship to act as a fishery patrol ship. It's not like the PLAN has tons of modern replenishment ships. Plus 888 is such a lucky number, can't imagine why the Navy give that up.
Yuzheng 21 btw is also former naval replenishment ship working for the department of agriculture. (Now re-organized into the new coast guard)
Ship rename and repaint is now underway.The spring session of the People’s Congress rubber-stamped the new organisation, whereby the State Oceanic Administration (GOA, which has actually existed for very long) and to which China Marine Survillance (CMS Hai Jian, established 1998) is subordinated, will act as the co-ordinating body also for:
Fisheries Law Enforcement Command (FLEC – Yu Zheng)
Sea Police (Coast Guard – Hai Jing)
Sea Customs (Hai Guan)
