You know that's one of those cases where the story keeps changing as it passes from person to person. The version I read and saw in interviews of US officials was a mysterious Chinese man walked into the US embassy in Beijing and slapped down a pencil drawing of the W88 and left. That's how it was concluded China stole the W88.

Approached the agency? Where? In Langley? They didn't arrest him to question him to then later to determine he was Chinese intelligence? They didn't ask him because it's normal for anyone to walk into Langley and give documents on top secret material and let them leave?
Bizarre as it sounds, the version I mentioned on how they believe the W88 was stolen is the most likely. It's a case where the US made a conclusion first and tried to find the trail that leads to that conclusion. Just read this recent case and wonder the stupidity from the FBI to push this case that was later thrown out of court.
They pressed charges without consulting any experts especially the people behind the said to be stolen technology. Is it hard to conclude they think China stole the W88 because someone left a pencil drawing of it at the US embassy in Beijing?

So Reagan let Chinese scientists in to learn to make Chinese nukes reliable. You're not going to hear that story much because of the political ramifications in today's extreme rabid political climate.
