Woke up to this executive order. Among other issues like investment, safety, etc. it seems one goal is to ensure that US AI models & model services are not transferred to other countries and that US intelligence has insight into everything that is developed:

Require that developers of the most powerful AI systems share their safety test results and other critical information with the U.S. government. In accordance with the Defense Production Act, the Order will require that companies developing any foundation model that poses a serious risk to national security, national economic security, or national public health and safety must notify the federal government when training the model, and must share the results of all red-team safety tests. These measures will ensure AI systems are safe, secure, and trustworthy before companies make them public.

It is significant that, despite China being the most prominent player in AI (or second only to the US), the US did not consult with China on AI governance before issuing this order:

As we advance this agenda at home, the Administration will work with allies and partners abroad on a strong international framework to govern the development and use of AI. The Administration has already consulted widely on AI governance frameworks over the past several months—engaging with Australia, Brazil, Canada, Chile, the European Union, France, Germany, India, Israel, Italy, Japan, Kenya, Mexico, the Netherlands, New Zealand, Nigeria, the Philippines, Singapore, South Korea, the UAE, and the UK. The actions taken today support and complement Japan’s leadership of the G-7 Hiroshima Process, the UK Summit on AI Safety, India’s leadership as Chair of the Global Partnership on AI, and ongoing discussions at the United Nations.

Fortunately China never integrated with Chat GPT since it was never released in China, so no need to worry about a disruption on the level of other US technology.

Not only to prevent other companies from developing AI but countries too. The smokescreen is to scare everyone with Skynet as an example but it's more about controlling the narrative of people in their everyday lives. For example look at how Western governments are censoring news on the Israeli/Hamas war. Look at their frustration and alarm where their own citizens have a contrary view from their position. Look at the rest of the world as opposed to the Western perspective... They could use AI to steer people's opinions to their direction picking and choosing what information people are exposed to in their everyday lives. When people go on the internet and look to buy something they need, their AI would favor Western sources so they make all the money. These are examples of what AI can do that they don't talk about because that's the main purpose of it. Why is the West upset China is developing its own AI? It's because their AI won't be in control of Chinese society so it can turn the Chinese to be pro-West slaves. It has nothing to do with intelligent machines running amok.

Chinese AI start-up Baichuan claims to beat Anthropic, OpenAI with model that can process 350,000 Chinese characters​

  • The Beijing-based company says the latest version of its large language model has a bigger ‘context window’ than its foreign competitors
  • The company also says its model surpasses Anthropic’s Claude 2 in its quality of responses, as well as its understanding of long text
Chinese artificial intelligence start-up Baichuan has launched an AI model that it said can digest and summarise novels, making it the world’s most powerful model in handling long text prompts.

The Beijing-based company, established by Chinese search engine Sogou’s founder Wang Xiaochuan, on Monday announced its Baichuan2-192k large language model (LLM), the latest iteration, saying its “context window” can handle around 350,000 Chinese characters.

A context window is the combination of input and output text that a model can process during conversations with users.

Another LLM, by Vivo this time for their phone and it does what you expect for a new AI phone assistant at this point.

China said it attended a top-level ministerial meeting at the UK AI Safety Summit on Thursday, despite not being listed by Britain among the "like-minded" participants and not featuring in official handshakes or the family photograph.
Britain too sensitive, want to "save face".
China's delegate to the meeting, Vice Minister of Science and Technology Wu Zhaohui, was present on Thursday, his ministry said on Friday. China's participation in the second-day ministerial meeting has not been previously reported.
"Please contact the British sponsoring government department for the specific arrangements and outcomes of the meeting," the Chinese ministry said.
Cheeky.
