Is it me or is this exterior kinda outdated/ugly. Did the Americans cheap out on buying better designed trains from Chinese manufacturers?
Unfortunately according to the CRRC SiFang America website, it's just a subsidiary of the actual state-enterprise CRRC Corporation in China. Though how they managed to even establish a factory let alone snag a contract with a major American city in 2016 is frankly bamboozling.

Also they're just sticking to the original 7000 metro subway series, even though they could have gone for something more modern looking.

In 2016, CRRC was awarded a contract by the Chicago Transit Authority (CTA) to supply more than 840 new 7000 Series railcars, which will replace approximately half of the agency’s current fleet. The contract with CTA includes a provision from the Buy American Act ensuring a minimum of 60% of all components of the new railcars are built with supplies from the United States. Current production plans exceed this requirement, which would increase to 65% in 2019 and 70% in 2020
