The following is a detailed outline of U.S. Fleet Forces new Optimized Fleet Response Plan (O-FRP). Beginning with the USS Harry S. Truman (CVN-75), the navy will schedule maintenance and deployments in a new scheme centred around the carrier strike group.

The Optimized Fleet Response Plan (O-FRP) has been developed to enhance the stability and predictability for our Sailors and families by aligning carrier strike group assets to a new 36 month training and deployment cycle.

Beginning in fiscal year ’15, all required maintenance, training, evaluations and a single eight-month deployment will be efficiently scheduled throughout the cycle in such a manner to drive down costs and increase overall fleet readiness.

Under this plan, we will streamline the inspection and evaluation process and ensure that we are able to maintain a level of surge capacity.

O-FRP reduces time at sea and increases home port tempo from 49% to 68% for our Sailors over the 36 month period. Initially focused on Carrier Strike Groups, O-FRP will ultimately be designed for all U.S Navy assets from the ARG/MEU to submarines and expeditionary forces.

Ok,.. does this 3-4 carriers deployed include George Washington which is forward deployed to Yokosuka Japan?

And right now as of this moment there is only one CVN deployed away from CONUS..Harry S Truman.

Some updates on the carriers in the coming years

USS Ronald Reagan CVN-76 based in San Diego will shift to Yokosuka Japan when USS George Washington CVN-73 moves back to Newport News for a RCOH

USS Theodore Roosevelt CVN- 71 which emerged from a RCOH will then move to replace CVN-76 which will be sent to Japan

It's called a carrier swap

The new optimized fleet response plan (OFRP) will standardize the rotations and have a fixed 36 month rotation time span

I spoke to an older gentleman in a CVN-76 cap yesterday at a Cracker Barrel restaurant here in Central Obamastan, and asked him about the Reagan, turns out his granddaughter is a "plankholder" on CVN-76, and was a member of her first crew, he was happy to tell me about it, and I was happy to listen, he was very proud of his granddaughter...

So I learned during Defexpo in India that DCNS partnered with local shipyard PIPAVAV to answer the indian navy LPD RFP with a modified Mistral class... with a flat top.
Modifications includes no more pods (regular shafts), more armor and of all things 12 VLS sylos !

Much ado about nothing, IMHO.

Boilers have problems. Apparently they did routine maintenance when she got to port and resolved the issue. As tt the "problem" with the Deepak, Very rough seas can inhibit UNREP. Apparently when things were not as stormy, she replenished the Vikram just fine.

well one thing is for sure about that pops it's got a limited scope. There are only three nations currently using Catapult launched Carrier Air craft. The US, Brazil and France. outside of that there are two potentials India who is still contracted for Rafael, and China.
and finally there is the British wildcard the Brits.

Now China is absolutely off the list of possible export for two reasons.
1) The US government would never allow it.
2) The Chinese have been burned on military exports enough they they seem to be wanting to favor protectionist and individualist technology development and manufacturing.

Brazil is still learning the carrier ropes. I doubt they would invest in EMALS for Sao Paulo, if they invest in building a new carrier it's possible but that's down the road.

France is a established carrier navy but they only have one. And unless they intend to invest in a second or replacement I just don't see it. Even if they give the De Gaulle a total refit the price of EMALS would likely be so high vs used Steam Cats a asset that is likely to become more available as the USN is retiring and dismantaling it's supercarriers starting with the Foristal class, then Enterprise and eventually moving to early units of Nimitz.

India is somewhat of a a hard to judge. If they decide to use Refale on a carrier deck then they would need cats but currently they seem to be more in the Stobar class. If they did decide on cats they might choose to go with steam rather then EMALS

the British are unlikely to take it up cats again, due to price and aircraft choice they seem to favor S/Vtol. but QE is still convertable.
