I'm not 100% for sure but I bet it is the cost. It has to be.

to add to gerry's post most naval vessels or at least large surface combatants are built to what the Navy call Level III built standards in terms of survivability, shock absortion and general protection and ability of damage control in the event of serious damage and or fire.

Civilian standards in ship buildings are OK as long as they ship don't get hit!! If the ship gets hit by something big and nasty like a Moskit, a Sunburn or Klub I'm afraid civilian standards would quickly put that ship and her crew underwater very quickly!

That's far too broad a statement.

Within the Japanese Maritime Self-defense Force (JMSDF) the DDGs, the DDHs, the FFGs, the SSKs, LPDs, etc. (basically all of the major combatants) are all built to very strict, level III military standards.

IMHO, before making such a broad statement, you should name the specific classes of vessels that you are referring to.

Here's a picture of the USS Nimitz, CVN-68 in South Korea in May of this year (2013).

Count how many aircraft she has on deck. She went into those exercises loaded for bear.

Around 50+.. and there were several others in the hangar deck I'm sure.

The reason for this display is to show everyone your "hand"..basically saying this is what I will have at sea.. and you got nuthin'..

Isn't a US carrier air wing made up of 4 squadrons of 12 to 16 F/A-18 Hornets/Super Hornets that's in total 48 to 64 fighters and if you add to that the helicopters, electronic warfare planes, AEW planes and transport planes. That's makes a total of about 90 planes. The Nimitz class can hold up to a maximum of 130 F/A-18's if needed.

Than you have no space to manouver, for routine business it is safer and better to carry only about 70 aircraft. So one aircraft carrier has the capability to recover the aircraft of the other carrier in the fleet if its deck is blocked for a longer time.

I've left the subject of the Juan Carlos , Cavour & Mistral class ships alone.. Why? I'm not happy that those ships are NOT built to military standards. Also that the crews are small. If a major fire ever breaks out on one of those ships whoa be unto those shipmates aboard. It will be hell. The crews are too small to fight a major fire or control a major damage control issue. I just hope that all those automated fire/damage control systems work in a real crisis. I really do. Trust me, automated systems will start to fail if a major damage control or fire issue arises.

Correct that is, I think there is a YouTube video about Mistral Class and the captain clearly states we have a reduced manpower compared to a similar sized vessal because one main cost in operating a ship of this size is the crew, reduce the crew reduce the operating cost

Secondly the build cost is lower to comparible vessal because it is not built to militray standards, these two factors allow navy's like France and Spain to operate such ships which they otherwise could not afford

The policy at the forefront is disaster relief, Humaniteran, working with other allies and already having naval supremacy so they can justify thier builds

Then they can also add in naval warfare part by making as much of it automation as possible, so overall yes they do not meet militray standard naval ships quality but the choice is have 1 of them or 3 of these type

I also think the Turkish Navy is going to build the LHD at a Turkish shipyard with many Turkish company's getting share of the contacts so they might build it to militray standard they will enter into final negotiations now that the tender is finalised
