Disagree from what I have heard in the sub community pla personnel are loud very loud so as much as I dislike to write it its unlikely to change within few years even with 09V in service.

I would like them to recruit retired Russian officers in 100s given the 3-4 annual sub launch rate by any means just like those British Fighter pilots.
I didn't know western sub community has deep knowledge of PLA personnel being loud inside their own top secret ships. It just seems like typical western coping to me kinda like how every Chinese tech becomes Temu Fighter, Temu missile and so on.

We just had a 052D ramming their own CCG cutter.

There are outliers like this everywhere. If you want to scrutinise only examples of failures, you'll miss examples of success. The US has also shot down their own aircraft, burned down their own ships. Russian military has a long list of claimed and recorded failures but under an actual war. 052D ramming the CCG is more an example of poor competence than poor training.

Again, there is a difference between training and competence. PLA could have amazing training, exceeding that of the US but have poorer, similar or superior competence overall as a whole. Single isolated examples showing either side doesn't mean much. USN has had a submarine recently ram into an underwater hill (allegedly) if not something else. Several other examples of Burke Class destroyers ramming boats as well. Leading to loss of life. Do these examples show training or individual competence. They certainly are isolated examples and can't be used to judge the entirety.

I guess if we judge based on accident rates and frequency then PLAAF >> USAF > RuAF and PLAN >> USN >>> Russian navy??

If you read the English internet military forums, NAFO morons really think they have perfect militaries with superior training and experience to everyone else.

In reality, their training is lesser than PLA almost guaranteed and the discipline ought not even be discussed. Western nations have famously poor discipline and promote some superhero, maverick fantasy where every 80 IQ grunt thinks himself as Jesus and Captain America incarnate. You can cure evil by killing it but you can't ever cure stupid.

They can't even distinguish between and identify training and competence. Competence is a mystery and only revealed in war. In training depth and length, PLA is vastly superior to all. In training philosophy, I suspect western militaries have better mindsets. PLA is rigid where western militaries appear to be more open minded. This is their whole individual superhero culture manifesting an advantage over China's discipline and don't question authority or don't question the textbook philosophy.
