I wonder if it's just indicative or do they actually only use 4 UAVs per artillery regiment, logic indicates that UAV will be used in higher numbers as attrition for frontline drone recon in a non permissive environment would be high. 4:18 seems somewhat low.

Probably just illustrative. I vaguely remember having seen photos of similar types of UAV being assembled in field by PLAGF soldiers in preparation for launching. There could be more UAVs, in form of parts, stored in one of the trucks.
