The large empty space in the wheel arch could be because it's lifted and the suspensions are hanging low. Look at any car sitting on a lift and you'll see large empty spaces there. Given the size and weight of this thing it could be an unmanned vehicle.Looks like wheel track hybrid
Otherwise the hull is def for amphibious use (the term "capability" suits better), shape of bow and exhaust at engine top indicate this. but not high water speed, since no hydroplane at the front of the hull.
It could also be that the wheels can be raised make the craft more hydrodynamic, indicated by the large amount of space above the axle.
I presume its for swampy/jungle terrain as recce or similar.
