I've given some thought on that rocket plane, I think it's a near-space recon plane. Release from H-6, get on a sub-orbital trajectory outside envelope of pesky SM-3/SM-6, take a quick peek for friendly asbms, re-entry glide back.
Only reasonable explanation I can come up with.
