Don't think so. Even the current three fleet organization will probably change. I cannot believe PLAN will have 2 CVs operating just in bay of Bohai and Yellow Sea. Land-based air force will be more than adequate and more cost effective.
Spreading them out will prevent another Pearl Harbor.
Keeping them in bay of Bohai is not "spreading them out".
The way to avoid a Pearl Harbor is to keep most of them on deployment at any given time, and make their operational areas as large as possible, not to home base them in several different bases. It's not much more trouble to overwhelm 3 known bases with cruise missiles than 1 known base.

Submarines can still approach largely undetected and swamp a port with cruise missiles. Also, satellite coverage of the ocean surface is not as comprehensive and continuous as you might think, especially in bad weather. During the 1980s US carrier task forces on maneuver practices evading detection by soviet RORSAT system for days at a stretch.

RORSAT is a 80's technology and the Russian can't never make it make it work So they abandoned it
You are talking about 30 years of technological advancement
It is not even fair
The US has better system called NOSS and the Chinese has been sending shijian and Yaogan satellite like crazy and has similar system in place for years
So comparing Soviet era to modern maritime is like comparing Ford T model to corvette

And it won't be, until each Chinese patrol aircraft beyond second chain will stop producing headlines.
Neither is even comparable.
System has much more technical and organisational specifications in than just year.
