Normally, intelligence services would not release noise levels of enemy subs, even if they are high. This would tell the enemy to make improvements on their subs. It was a U.S. spy, John A. Walker, who gave info to the Russians that their subs were emitting too much noise due to propeller cavitation. After the Russians redesign their propellers to reduce cavitation, the noise level of their subs have decreased significantly.

Sonar operations are very skilled individuals and the data they provide is valuable, during the Cold War Royal Navy SSN used the acoustic signatures to determine how many propellers the Russians were using how many blades in each propellers and even the size and propulsion systems

They could even determine if the propellers were damaged or if one was faulty that is the skill of a SSN commander

Submarine warfare is on a another level when it comes to intelligence

SSBN fleet is really the force that PLAN should build on, having a fleet of four Type 094 and four Type 096 would ensure 8 SSBN a fleet second only to the USN

But building SSBN is expensive business, one can say that the reason why the Soviet Union collapsed was because it poured billions and billions into its vast SSBN programme

Can you imagine between 1976 and 1977 that's one year they added 9 SSBN to thier fleet, during the height of Soviet naval power the Soviet Union operated 89 SSB/SSBN with the capability to launch 1,500 warheads the year was 1978

The Soviet nuclear fleet was huge the power they could project was enormous, Delta Class was the jewel in the crown which could launch its entire arsenal while sitting in the Arctic underneith the ice caps, it could break through and hover in the ocean very advanced for its time

Ronald Reagan came along at the right time and closed the gap between the USN and Soviet Navy, embarking on the expansion and brought the naval fight to right to the door step of the Soviet Union sending USN SSBN to the Barents Sea

Soviets responded with even bigger SSBN, the Typhoon Class, both navy's went head to head but at the end the Soviet Union ran out of steam, the years of over investment and committed resources had drained the economy, it could no longer match the pace of the USN and did not have the economy to support its huge fleet

Soviet Union gave chase hell of a run but didn't make it, there is plenty of lessons to learn there for Chinas SSBN

PLAN's budget is more than plenty to sustain 8 even 12 SSBNs going forward. China's defense spending is also relatively small at less than 2% of GDP. Even if they had under reported we're talking maybe 2.5 % at the most.

Compare that to the height of the cold war when USSR's defense spending was estimated to be over 25% of GDP though no one really knows since it was a closely guarded secret. No wonder they went bankrupt.

True but thought I would do a comparison from history, actually Soviets at thier height were close to 50% in militray spending in all fields

No. That it is a propulsor duct that shields the propeller. Like the one on the Virginia Class SSN.
