I think hot launch means that the missile's motor is running as it is propelled from the VLS tube. This seems like some sort of gas that's been ignited to propel the missile out of the tube. The motor doesn't engage until the missile has cleared the ship.
That gas would be black or gray. The gas isn't combusting therefor no flame.
