Apparently the 054B would have a wider beam than the 054A. Newer hull design compared to the 054A, perhaps?
If you look at the other features in the image, though, you can see that the angle doesn’t go in that direction. That is, at least with respect to that width dimension, you’re basically looking straight down, so the 18m measurement looks pretty accurate to me.I've just gone to Google Earth to have a measurement, and this is what I get. 16m wide.
Tom Shugart's measurement of 18m is flawed because the satellite photo was taken at an angle, he measured it assuming the photo was taken at perfect vertical angle from the space. Instead of edge to edge measurement, he included part of the hull side visible due to angle of the satellite camera.

Yes, you are right. I got confused by the angle of the shadow, and wrong by about 90 degree on the angle of the camera.
