Most likely FIFO. i.e. First In First Out. PLAN has to use all existing stocks of the older CIWS 1130 before they use latest version. As for aircraft carrier, they are capital ships that deserve priority to have latest version regardless of the warehouse inventory of CIWS 1130.I don't think that's it. 054A, 052D, and 055's use the 1130. The only main difference it seems between the newer seen 1130s on the 003 and 076 and the "older" ones is the flat-panel array tracking radar replaces the original traditional parabolic radar. CIWS 1130 is a common gun platform for many classes of PLAN ships, thus purchasing them in a few dozens in advance of ship building progress is not unlikely.

The angles of both ships look just about exactly the same. Plus, this is not exactly a small difference:Besides the fact that the missile cannisters in the comparison photo are of pretty much the same length (with any minute differences being subject to the small difference in angles at which the photos were taken), the photo-quality of the close-up views are much better (and frankly, more authoritative) than the top-down view.
Also, here's what the YJ-12 missile canister actually looks like on a Tughril (054AP) FFG. Beyond the obvious cover design differences between the YJ-83 and YJ-12 missile cannisters, the YJ-12 missile cannisters are visibly much longer than the YJ-83 missile cannisters. There's also the blast deflectors located right behind the YJ-83 missile cannisters on the 054A/AG/Bs, which are completely absent on the 054APs.

This means that the YJ-12 missile cannisters are of the same design across different warship classes. Therefore, the 054B is certainly armed with YJ-83s, not YJ-12s.
