2x2 YJ-12 configuration is definitely too less for a 4000 ton frigate and 2x4 configuration is not a mission impossible.

The Pakistan Navy may exercise and launch some missiles and then install more canisters and reload the missiles by their own maintenance team.

This is just the first vessel delivered, there may be many tests to be done.

The 054A/P can definitely carry eight of them, but nobody says it has to do it all the time...
Is there a reason why it would carry less when it could carry more?

Why bother with all this change thing (from 2x2 -> 2x4) when you can have the 2x4 configuration from the start?

Just like the 051B refit. Not necessary to keep it fully loaded every time. Or, maybe only four missiles are included in the procurement and Pakistan will buy or build more separately. I don't know.

What's bothering me isn't the fact that there are different loadouts for different ships of different navies, but the fact no one ever thought that it could simply be a question of acquisition. Maybe the PN just bought enough YJ to equip its ships with four missiles.. Or that for not all are delivered.. It's ridiculous to assume that we can learn everything just with some ramdom pictures from the internet.

For the same reason they prob don't load up any or all of the VLS on exercise or deployment. It cost money to deploy a armed missile or even a empty canister could be degrading from the elements.

The above is a photo of the Type 51B destroyer, which is designed to and do carry 16 (4x4) YJ-12 canisters. Clearly, you can mount them in units of 2 canisters, and the remaining ones are not present in the photo. It's possible that the PNS Tughril has the other two double canisters of YJ-12 stored somewhere in the ship, and can be installed when they are needed. Might need to go to port to do it.

The clamps on top of the canisters on the Type 51B seem to be for gripping additional ones, when they are installed. I also saw the same clamps on the Type 54 AP.
Assumption is the mother of all mess-ups.

Hudong Zhonghua Shipbuilding Corp. announced that three new ships will be launched at Hudong Shipyards, Shanghai tomorrow afternoon.

The three ships may be:

Type 071E (25,000t LPD, first export variant of this type) for Thailand Navy.

Type 054A #34 for PLAN.

Type 054AP #4 for Pakistan Navy.
