The Type 052D shows that the PLAN isn't interested in incorporating large VLS modules as its primary goal (assuming of course that the rumors are true).
You just ignored the "not necessarily" part, by which I mean that designing a ship around a VLS is not the invariable choice or even the "primary" choice, and would depend on the ship. For the 054B it is certainly possible they would choose to equip the ship with SOME 9m VLS cells, just like for the 052D. Just because a ship was designed or modified to accommodate some of the cells with 9m lengths doesn't mean incorporating 9m cells is somehow its "primary" goal.

If PLAN really values having 9m long cells and the the hull isn't large enough to accomodate it they could have easily designed the cells to protrude above the height of the deck like on the Type 45 destroyers.
Uhh, no. The Type 45 does not have its Sylver launchers any higher than VLS launchers are usually, i.e. a few inches to a foot or less. You are mistaking the top of the VLS shroud for the height of the VLS itself.

Uhh, no. The Type 45 does not have its Sylver launchers any higher than VLS launchers are usually, i.e. a few inches to a foot or less. You are mistaking the top of the VLS shroud for the height of the VLS itself.
Check again. The slyver vls clearly protrudes from the deck much more aignificantly than a Mk41 on the AB or any Chinese VLS.

tbh I've never thought about this much, but this discussion made me do some searching of my own I think the Type 45's VLS does protrude from the bow deck level quite a bit.

The photo you posted is a little misleading because it doesn't show the height of the rest of the bow deck relative to the "VLS deck" height, which is best shown at a slight angle, with a photo like this (below), where we can see that the entire Type 45 VLS complex is sort of an elevated "block" or rectangular prism that is elevated above the rest of the bow's deck level.
