That looks like a new FFG design to me.

If it is the next gen FFG, there is space above the bridge that is not on the Type 054As.

Any idea if this is a new FFG?

Are these only on the 054A+ with VDS or are they a separate upgrade that doesn't correspond with the 054A+?

Yes! As of now, 054As from 17th ship forward are labeled 054A+, because the laters are fitted with BOTH 1130 CIWS and VDS.
