Going against the convention, I think 25 Type-05D is good enough if PLA planners really believe the Type-052E will be a step up better improvement over the D series. They shouldn't just churn out more D series because of some expectation of conflict with the US. I don't think a conflict is likely anytime soon despite the rhetoric and decoupling.

It would be unwise to end up with high number of ships that might be inferior compared to their successors.
