Well, there are points to achive now! Welcome to the Nineteen Eighty-Four...
People seemed to be focused on the 055s, or just counting the total number of destroyers in the picture, that they may have missed another development occurring in this picture.
Near the bottom left corner, that looks to me like a small tanker or fueling ship next to the 052D. From that position I would think that the tanker is fueling the destroyer, which means it is planning to move out soon. I think this section where the two ships are moored at, represent the final stage of the ships preparation before delivery. The mooring does not have a road section wide enough for trucks to bring equipment in, nor places to put them, so its definitely not a place for fitting; it looks like a place where you have offices to me. As if its all about the crews now or as if the ship is being "processed" out of the shipyard for delivery. I suspect the destroyer to the right would be next to get "processed" up.

9th Type 052D Destroyer Guiyang/贵阳 (hull number 119) to be commissioned into the NSF 1st Destroyer Flotilla soon, she will be the 3rd commissioned destroyer this year following Nanjing & Urumqi.

That is to be expected since you can see from this picture, with the tanker next to the 052D, the ship is being gassed up.
Looks like they are getting fitting out space ready for the two 055s soon to be launched.

Its certain this same destroyer is DDG 119 Guiyang. The other two 052D left is DDG 120 Chengdu and DDG 121 Qiqihar. As the pennant shows, DDG 119 didn't have to travel far before arriving to its new home base, which is North Sea Fleet. The other two will be joining her at the same fleet.
