I don't think anyone still seriously believes the type 346 is based off the Ukrainian Kvant radar anymore... I think Rick Fisher wrote that he thought Type 346 was based off Kvant back in the mid 2000s but that was before we had any kind of real information.
Also, it's worth mentioning we don't know if the 395km target range was for the Type 346/346A radar, or if it was for say the Type 517 radar, or even passive ESM, or if the target detection was a simulated one or a real aircraft during an exercise.
That said, given the size of the Type 346 array and the band it operates on, and the type of array it is, a maximum effective range well in excess of 400km should be fully realistic, and the larger 346A array should have an effective range even greater than that... so if the 395km target range was from 346 or 346A radar it is fully within the expectations of the system.
