Sounds like wishful thinking. If the PLAN had a new destroyer design that they are building right now, there would be little reason to build 052cs at the same time. They might as well hold off for a few years and move straight onto the new destroyer class.

Even if the 052D design was almost ready for production, seeing how fast the 052Cs are being built an immediate increase in numbers of modern vessels may have been necessary considering that older vessels do need replacement.

modern warship long adapted integrated air conditioning system to prevent dangerous biological,chemical and radiation material from getting into the ship.
judging from the picture, this ship are far more suited to coast guard .

But the boat number was erased...could they be converting it to a coast guard cutter?

most ships in overhaul they remove the hull number when they sandblast the hull. They'll paint it back on there eventually I'm sure.

Then the kind of overhaul needed to bring the old 052s up to standard would be extensive, even just to catch up with the current line of ships - to bring the RCS down to a standard closer to the newer ships the superstructure need to be revamped; to house new generation of SAMs the "B" gun position need to rework...it'd all come down to whether the 052 class has rooms and displacements for future upgrades planned into its design back then.

Plus whether the old 052s worth such efforts when they're churning out new class of warships, and they've an immediate demand for larger, helicopter-operating capable cutters for the Marine Surveillance, since China's really puny and not as capable, when compared with the Japan's coastguard.

As long as Ludas are still in frontline service, the 052s will be as well for all intents and purposes.
