I mean it's a newspaper not really an "official government paper reports", it's just state owned. So yes, it's not really definitive but as I said I don't know how to easily search for "interviews with actual military personnel" with official translations in english. So that just leaves lower quality but more easily searchable sources. If a PLA statement with official english translation (such as when type 002 launched) is provided then everybody switches to using official nomenclature. Absent that it's kind of up in the air.
Hear me out now because this might sound a bit crazy, but…

Have you tried, ummm… reading through this forum?

Sure but the translations provided are unofficial translations by people on this forum as the official interview/statement/whatever is well in Chinese. Searching through for example the type 001/002 thread I can't really find official translations in english if PLAN designates it type 002 or carrier 002 in english. The problem isn't finding any random statement but a statement with official english translation. Absent that given there are plenty of sources in english that refer to them as type 001/002/003 including fairly official ones such as reports by Congressional Research Service that's what I'm going to use.

Another update from Dalian, from the 30th? (not sure of the translation). Is the poster right about what is being built?

@horobeyo is saying that he certainly believes that the ship that is currently getting built inside that drydock at Dalian is not civilian, but military. If that ship is civilian, then Dalian would've suffered major financial losses with that observed work rate.

As for the date - The original poster on Weibo didn't mention about it, but I think that the photo is taken within the last few days at most.

30号,现在俺相信这是军品了,要是民品赖着船坞这么磨洋工,早特么亏得当掉裤衩.
What he wrote is " it's (already) 30th (of March), now I believe this is military product, if it is a civilian product taking up so much time in dry dock, the ship builder would lose money heavily".

He has some point but no so much as to be confirmative that there will be a miilitary ship to be built in the dry dock. I would rather just wait for the first few fabricated modules to be placed on those keel blocks before making a guess.
