Either this is just normal business talk or the Russian really means it, this can be a good chance for the Vietnamese to learn some advance weapon building capability from Russia. Also with closer ties, we can be sure to see the Vietnamese operationg some of the more advance systems from Russia such as Su-35 and the such. Already there are indication of close relationships between Vietnam and Russia, I am predicting of more cooperation between the two nations.

If the news is real and that an agreement had finally been made, then Indonesia is slowly moving away pure procurement of advance weaponry and moving towards joint venture or license making of advance weaponries, and this might (the key word is might) finally enable the Indonesian to design and manufacture their own advance weaponries in the future, which made them one of the first countries in ASEAN to be able to do it.

More EDA Weapons and Equiptments for Thailand from the US ...

US to Supply Cut-Price Weaponry to Thailand
27 Oktober 2012

US offers to Thailand : two second-hand Oliver Hazard Perry class frigates, five new F-16 fighter jet engines, three new Blackhawk helicopters and a large number of second-hand Humvee military vehicle.

Thailand will receive heavily discounted military equipment from the US Department of Defense, including retired warships and F-16 fighter jet engines, to help cement military ties.

Thailand is a major non-Nato ally of the US and the department wants to recognise that friendship by selling weaponry selected from its Excess Defense Articles (EDA) programme, a Thai military source said.

By JIM GOMEZ 10/25/12 07:45 AM ET EDT AP

ABOARD THE USS GEORGE WASHINGTON -- A U.S. Navy aircraft carrier strike force's visit to Manila is the latest show of American military might partly aimed at countering China's grip in Asia. But it also provides hundreds of Filipino American sailors a chance to briefly soak in the warm embrace of a second home.

The article clearly points out that Thailand is a major non-NATO ally. That means the US and Thailand have an alliance in place, and a pretty strong one, and that is why Thailand is getting this equipment.

A couple of Perry Class Frigates, if they had the missile launchers still intact, would be good all around escorts for their carrier that hardly ever goes to sea. As ASW escorts, they are still going to be the best escorts Thaliand would have and very good as ASW work iof the embark a Sea Howk or other decent ASW helo.

You might want to check Thailand's inventory, a rather large chunk of it are Made in China. This include their newest warship HTMS Pattani.
