^^^Is this just a fancy version of AK-74U, but with AK-47 bullets?
That is correct. AK-74 series use 5.54mm bullets, the Vietnamese gun uses 7.62mm ones. Also, I don't think the magazine can host 30 rounds, it looks shorter than the standard 30 round magazine for AK-47.

Vietnamese submachine gun SVT-022, using the same AK-47 ammo 7.62x39mm bullets

So what is the logic of such setup:
1. scope mount on the cover that's inherently won't hold the zeroing;
2. complete absence of buttstock
3. a front vertical grip that gets in the way of the magazine
4. 7.62mm M43 has quite a recoil, yet as a SMG requires one to exploit it in automatic fire
5. 20 rounds or less magazine

It reeks with amateur weapons design error (or "logic" only makes sense in Call of Duty matches), to the point one must wonder how on Earth that Vietnam approved such design.

Episodes of the Vietnamese army training on T-90S tanks. Vietnam purchased the first 64 T-90S and T-90SK tanks from Russia back in 2017. The T-90SK is a command version of the tank. T-90S tanks are well suited to Vietnam with its climate conditions and terrain. The T-90 is lighter and can go where heavier tanks would get bogged down. The T-90S is an improved version of the T-90, which was created based on the needs of Asian countries. The tank is equipped with a 1000 hp V-92S2 engine, capable of accelerating the tank to a speed of 60 km / h, the cruising range is 550 km. The tank is equipped with a 125 mm 2A46M cannon. The T-90S tank is equipped with a simplified version of the Shtora-1 optical-electronic suppression system, air conditioning and an automatic target tracking system.

The first ever joint Russian-Indonesian naval exercises, Orruda 2024, have kicked off in Surabaya. The opening ceremony was attended by Indonesian Navy Commander-in-Chief Vice-Admiral Denih Hendrata and Commander of the Primorsky Flotilla of the Russian Pacific Fleet's mixed forces, Rear Admiral Alexey Sysuyev.
Ships of the Russian Pacific Fleet, the corvettes Gromkiy, Rezkiy, and Geroy Rossiyskoy Federatsii Aldar Tsydenzhapov, as well as the support vessel Pechenga, have arrived in Indonesia. The naval exercises will be held in the Java Sea near the Indonesian city of Surabaya, east of the capital Jakarta, from November 4 to 8.
The Orruda 2024 exercises include two main stages: a base port stage, which will be held in Surabaya, and a sea stage, which will be held in the Java Sea. An initiative to hold similar exercises every two years is currently being considered.

The Russians sent their most modern surface ships in the Russian Pacific Fleet to this exercise. For people who complained about the so called limitations of the Project 20380/5 corvette and its supposed lack of seamanship capabilities, this is a slap to their face. A long distance deployment from the Russian ports near Vladivostok to Indonesia.
Project 20380/5 is hugely successful and provides multi-role capabilities at a fraction of the price of its adversaries.
