I would guess it is IEPS
The narration was not strictly divided by achievements of Ma, nor was it synced to the scenes.

If it is related to EM launcher, I would guess it is the flywheel energy storage device. The biggest part is the flywheel, the one smaller part directly connected to the biggest part can be the alternator.

At around 31:00

I did not notice anything new from the narration, it's mostly about the world leading IEPS development which we already heard. It mentioned their development on EM launch systems is as advanced as the world's leading country, and has a number of "world's first" technology, but did not give any detail beyond that.

The video clips may contain something interesting, perhaps someone here can help identify them? I wonder if the railgun shot video was actually from a Chinese test (as opposed to some library footage CCTV put in)? The video of flywheel energy release was certainly from a Chinese device.

I'm most curious about what the giant blue device is. The narration suggest it is some sort of EM launcher, but the 'shell' is way too big for a railgun, and the launch speed doesn't seem that fast. I guess it could be an electromagnetic torpedo launcher.

if it is related to EM launcher, it could be flywheel, unlikely EM gun or EM torpedo launcher.

You're probably right about the arrestor, but the blue thing can't be IEPS or just a flywheel. In another scene they were inserting a torpedo sized projectile into it.
