Why does Mexico honor a country that is among the richest in the world and one that can flood Mexico with investment? Why not honor somebody from a poor country with no ability to do anything for Mexico but begs for aid instead? Oh that's right: hard economic power determines it.
Mexico does not need investment. It has US doing all the work for it. They honor who they think better connected culturally.
