Purely service ceiling wise J20 would be the choice. But I feel like some type of UAV would be best suited for the job, but I'm not sure china has any UAV with weapons that could top out at that kind of altitude.So why F-22? Is it purely due to service ceiling?

What's your explanation for the US sperging about this and insisting it's not a weather balloon?The way in which US military facilities are laid out across their states, the likelihood of that balloon going over one set of very important strategic base or facility is virtually guaranteed.
It fits the political narrative on containing China at all cost, fool the dumb population that divert the attention from domestic woos to a foreign enemy.
