The point is simple, the neoliberal system did not help most countries gain relatively.I don't understand the point you are trying to make, but if you include China this year as high income, you'll need to include a lot more countries that have become rich since WW2. The eastern and southern Europe, Ireland, the Gulf states, Malaysia, Thailand etc.
Most the countries you mentioned as devolving weren't rich. Their economies were primarily centred around the export of a primary resource; oil in the case of Equatorial Guinea and grain/livestock for countries like Brazil and Argentina. The problem with these industries is that as populations increase, the amount of oilfields or arable land doesn't. Furthermore even when they were "rich", most of the wealth was contained within a few small families or colonial administrators.
What I took from Putin is that he's finally declared war on western neoliberalism. In one word what's made his speech possible is China. Historically the west held a monopoly on technology, that's no longer the case as China alone has caught up and overtaken the west in virtually every field of technology. Now that has been achieved the rest of the world can finally ignore the west and rely on China for everything it previously looked to get from the west. Imagine is happening to Europe just from the reduction in Russian oil and gas and extend it to every single primary resource.
Whether Putin, a lifelong capitalist neoliberal, is sincere in what he says we'll have to wait and see.
It's also interesting that he mentioned the USSR in the 80s. A similar thing could have happened with the Gulf Oil embargo, but the USSR decided to save the west by selling them cheap oil and gas. OPEC is in a similar position today, that's why we are seeing an incredible amount of diplomacy to the Gulf states from Russia, China and the western states.

Malaysia and Thailand are all World Bank defined middle income and not close to World Bank defined high income.
All the European countries you mention were already rich and industrialized pre WW2. The industrialization gap between European and non-European countries back then was unimaginably huge, even Imperial Japan was considered primitive compared to even the smallest, weakest European countries.
Simple example, Poland, commonly seen as a joke army that got rolled by Nazi Germany in a few days, Armor wasn't much better, . Poland could even build their own .
If Poland in 1939 was in Asia, they had the equipment to conquer land from ROC and fight Imperial Japan to a standstill, that's how backwards even the strongest Asian countries were against one of the poorest and weakest European ones.
Compare Czechoslovakia, a tiny country with 14 million population in 1931, to ROC or Imperial Japan. . A tiny European country that surrendered to Nazi Germany within days had 5x more tanks than entire ROC and 1/4 as many tanks as Imperial Japan.
Basically, nobody could beat the Europeans pre WW2, it was not even close.
