I’m not putting them on a pedestal by any stretch of the imagination, but it would take truly exceptional levels of stupidity and incompetence and leave such an obvious and irrefutable out in the open clue to what should have been a beyond top secret op.

Thanks for providing the full file, that does indeed look very juicy on the face of it, but a few key points immediately jumps out at me upon the first reading.
Firstly, it clearly states in section 4 that the recipient can publish their findings subject to review. Seems a very odd clause to have for a top secret blacks ops bioweapons research programme, especially if said bioweapon is expected to be actually used.
Secondly, and more importantly, why would the US need to rope in a university to do these tests when they have all those military bio labs and corporate bio labs from the US big biotech industry?
Thirdly, it would seem a tad late to only be starting to do vaccine trials after you have released said bioweapon.
Thats not that weird Australia also participates in the EuroSong festival, so I get their confusion cause I'm also confused as a European.
Well Israel already was in years ago and it is not in Europe either. You just need to be a member of the European Broadcasting Union. In principle even China could participate.

Australia and NZ need to step up the vaccination. The border is not completely closed so outbreaks can happen especially hotel quarantine doesn't work that well.

Bro, US influenza deaths in 2018-2019 was 34,200 people, without masks/lockdowns.
US COVID deaths in 2020-2021 was over 550,000, with masks/lockdown.
It was projected that US COVID deaths would be over 2.2 Million without masks/lockdowns.
So COVID is over 16X more deadly (with masks/lockdowns) and 64X more deadly (without masks/lockdowns).
You can't say they are equivalent, COVID is much more deadly than influenza by a long shot.
We can learn to live with it and reach normality if we reach herd immunity and everyone gets vaccinated with regular boosters for variants each season. So your efforts should be convincing anti-vaxxers to get vaccinated, rather than try to do some false equivalency and downplaying the severity of the disease.
