First off, none of what you mentioned is unsustainable. China can sustain its current measures more or less forever.
Also, I would not get too hung up on the long quarantine, the key to China’s success isn’t just boarder control, but it’s entire integrated model, especially its detection, track, trace and isolate process.
Boarder control can never be 100%, so you need reliable and solid back ups for not if, but when they fail. China is the only one who bothered to prepare for their boarder control to fail, which is why it is literally last man standing when all the other ‘model’ counties and special administrative regions the west have praise have all fallen short when they were relying almost exclusively on geographical advantages and boarder controls to do all the work with zero viable plan B.
As for tourism, well its only international tourism that is deal. Domestic Chinese tourism is booming. But to be honest, as much as I enjoy travelling personally, from an environmental, and species wellbeing and survival stand point, global tourism going belly up is no bad thing!

How could they know they would need a Coronavirus Vaccine BEFORE the outbreak, unless they had knowledge the outbreak was going to happen?
This begs the question: Did they CAUSE the outbreak?
Above is the header portion of Page 105 of the Confidentiality Agreement. It deals with the actual physical transfer of "mRNA coronavirus vaccine candidates" being sent to the University of North Carolina at Chapel Hill.
It is signed on December 12 by Ralph Baric, PhD, at the University of North Carolina at Chapel Hill, who is listed as the "Recipient" of the mRNA Coronavirus Vaccine candidates, Image below:
It is also signed by Jacqueline Quay, Director of Licensing and Innovation Support at that same University, with the signature dated December 16, 2019. Image below:
On behalf of the PROVIDER of the mRNA coronavirus vaccine candidates, the same agreement is signed by Barney Graham MD PhD, who is shown as an "Investigator" with the NIAID (National Institutes of Allergies and Infectious Diseases) whose signature is not dated, image below:

The site is also not helping its case by failing to upload the entire document, as what it has put up are just a few pages that could be entirely unrelated.
I tried searching reference numbers on the signature pages and couldn’t find the full report. Anyone else has better google-fu and/or access to the relevant secure libraries to look up such things?

I beg to differ. We are talking about officials under Trump administration and we know that those folks are not the brightest. They have done some very STUPID things.
I was also very suspicious about the Trump administration early on during the Pandemic. The Trump administration was alluding that they have test kit to identify Covid and are well prepared if and when COVID should reach the US. I thought that was strange as COVID was still new and not well understood. It turn out that their test kit was faulty and the rest is history.
