I believe that is just the dome covering for one of the PLAN's ELINT ships. Could be an 815 class ship.
Yeah it is a photo of 815G and an 054A... Not sure why this photo is included in that album of JN photos when that one was taken at HD.

after I had learned many USN acronyms, I should start with Chinese I'm guessing "JN" stands for Jiangnan Shipyard ... no idea what's "HD" above ...
