I thought TOW2 aren't able to fly over a body of water because it is wire guided. Am I wrong or are the taiwanese military is that dumb?
Modern TOW-2 variants are wireless.
So what are the reasons for missing that badly?
If its a recurring problem... I would blame the hardware and software.
Maybe computer loss tracks of the missile's beacons because of water reflection or its a failure to correct in a downdraft situation over cold water?
Alternatively, the operators are inexperienced/incompetent. Considering how poor the ROCA is, I don't think they have the budget to pay for sufficient TOW training.
