I think you kinda answered your own question there. The way in which the wingtips move means it would be impossible to add a flexible material between it and the rest of the wing. Additionally, as you say those wingtips don't need to move as much at cruise speeds or higher, where the plane actually needs its stealth. A flexible material would be solving an issue that doesn't appreciably exist.Would it be possible to add the flexible skin from the J-36 and new J-20s on the wingtips to block the exposed flat surfaces when they’re moving? They may not move as much in high speed flight so the skin wouldn’t need to stretch very much. But low speed would be a problem. I wonder how the stealth penalty would be as opposed to canards
