Some of Charleo Teo's procedures had dared to challenge the medical establishment of Australia. He had saved a number of lives which were misdiagnosed and/or labelled as "hopeless" from the Australian medical authority. So they are banning and vilifying him.
When Charlie worked in China, he was welcomed with opened arms. They organize courses for him to teach. They build hospitals for him. He sees the future in China. While in Australia, there are just too many regulations.
Its a win-win for both Australia and China. Australia would rid themselves of a talented individual that they don't like, and China gets to gain that talented individual.
