Turns out my suspicion was right. Panama's proclaimed 4% number for Cosco is technically accurate but hugely misleading. Cosco's suspension forces cargo rerouting to alternative terminals (Manzanillo International Terminal or Colón Container Terminal on the Atlantic side). The dispute has also already triggered $2 billion in international arbitration claims from Hutchison/PPC , and prolonged Chinese commercial retaliation could damage Panama's reputation as a neutral logistics hub. Panama is asking Cosco to return not because 4% is economically devastating, but because the suspension represents the visible tip of a much larger Chinese retaliation strategy that could escalate to affect other investments, customs inspections, or Belt and Road projects.
