Could also help with the extreme conservatism that the PLA is known for and introduce some well needed change in certain areas like PLAGF troop equipment standardisation and training. That is of course assuming they do intend on actually reelecting people to the CMC and not simply keep it this way.

Why not? Militaries aren’t designed with top generals being the critical fail points. That would defeat the purpose of a military organization.
