President Xi noted that the two teams had an in-depth exchange of views on important economic and trade issues, and reached consensus on solving various issues. They should work out and finalize the follow-up steps as soon as possible, and ensure that the common understandings are effectively upheld and implemented, to inject confidence into the two countries as well as the global economy through solid deliverables.
Yeah, they just reached consensus and not concessions.

The United States will cancel the so-called "fentanyl tariff" of 10% on Chinese goods (including goods from the Hong Kong Special Administrative Region and Macao Special Administrative Region), and the additional 24% equivalent tariff on Chinese goods (including goods from the Hong Kong Special Administrative Region and Macao Special Administrative Region) will continue to be suspended for one year.
This makes more sense now, so in total 34% would be removed, from 57% tariff to 23% on China.

中美经贸团队通过吉隆坡会谈,达成的成果共识主要有以下几个方面:

一、美方将取消针对中国商品(包括香港特别行政区和澳门特别行政区商品)加征的10%的“芬太尼关税”,对中国商品(包括香港特别行政区和澳门特别行政区商品)加征的24%等关税将继续暂停一年。中方将针对美方上述关税的反制措施进行相应调整。双方同意继续延长部分关税排除措施。

二、美方将暂停实施9月29日公布的出口管制50%限制性规则一年。中方将暂停实施10月9日公布的相关出口管制等措施一年,并研究细化具体方案。

三、美方将暂停实施对华海事、物流和造船业301措施调查。美方暂停实施相关措施后,中方也将相应暂停实施针对美方一年的反制措施。

此外,双方还就芬太尼禁毒合作、扩大农产品贸易、相关企业参与处理等问题达成共识。双方进一步确认了双边贸易成果美方在投资等领域做出了积极承诺,中方将与美方阐述解决TikTok相关问题。
Only the rare earth control measures introduced on October 9th were suspended; the previous measures remained in effect.

So for rare-earth climb down China only gets US to climb down from the 50% rule for 1 year. That sounds like China Chickening out. After firing the big RE gun, I thought China would get bigger concessions. But no. Now US gets 1 year to stockpile Rare Earths.
LOL You believed you would get a satisfying Chinese middle finger to the US, tell them to kneel on TV and hand over the right to rewrite the US constitution to China in exchange for rare earths? Don't be naive; the endgame is shaping up but it's not as short and sweet as that.

Chickened out of what? The US tariffing itself into another quarterly contraction? America has no cards left and it has no concessions that China wants. This is an on-paper relaxation of the newest written rules while rare earth acquisition was actually restricted, though not banned, for months. No stockpiling can occur under the trickle speed that exports will be allowed. If anything, production will still be stalled with shortages, though no complete cutoffs. This is China leading the US on, making them think there's hope so they don't decide to go out with a WWIII bang. This is telling them to shush and go quietly without kicking and struggling too much while being slowly suffocated.
