Could someone help me understand the underlined sentence? It mentions a training simulator for manned lunar landing. Does the sentence say/imply that the simulator is operational, or is it still under construction?

研制: development and construction.
随即: hereon, thereupon, immediately after.
It means that the training immediately started after construction, it is operational now.

Unlike inducstrial product, there is only one simulator. Once the development is finished, it is constructed, there is no need to wait, just use it.

It's unlikely; Zhang Changwu was talking about November. Moreover, a manned launch from Jiuquan is expected at the end of October; private spacecraft will likely be asked to wait.

There reportedly was a launch from the Xichang solid launcher pad on October 12th, by comparing with footage from a similar angle from the July KZ-1A launch the rocket seems to have a similar diameter (so DF-21/DF-26/KZ-1A) but shorter (most likely close to DF-21)

From time of day and look of the rocket it's evidently not one of the previous orbital launches. I'm not sure if this is the right thread, but i'm not sure if this more fitting in IRBM or ABM threads.
